This essay looks to discuss the question of whether policy analysis should be understood as an art or a science. First, the essay defines what a policy analyst does, and from here shows how the scientist and artist diverge from one another. The essay then delves into the epistemic difference between the two. It finds the scientists to have a false epistemology, and that the artists epistemology to be true. It is due to this that the paper concludes that policy analysis is not a science but an art, as the way that each view conceptualizes policy analysis follows from its epistemology. The paper then claims that it makes sense that policy analysis is an art, as the views held by artists are consistent with how we regularly conceptualize policy analysis. Thus, I conclude that policy analysis is an art. The best place to start this essay is to ask what it is a policy analyst does. It’s simple really, policy analysts analyze policies. In doing they see which policy is best, via a c ost benefit analysis, and then recommend the policy be implemented. However, it is how we decide which policy is best that divides the two sides.
